Vodafone Idea, India's third-largest telecom company, and the state-owned Bharat Sanchar Nigam Limited (BSNL) have initiated discussions to share critical infrastructure assets including towers, fiber optic networks, and spectrum. This is being viewed as a significant development within the telecom industry, as companies typically tend to avoid spectrum sharing. Vodafone Idea is currently striving to improve its network performance after losing subscribers to Reliance Jio and Bharti Airtel.
According to reports dating back to around March 20, 2026, the objective of this move is to reduce operational costs, expand network coverage, and accelerate the deployment of 5G for both operators amidst prevailing financial and competitive pressures. Vi has formulated a substantial investment plan of ₹45,000 crore for network improvements; meanwhile, BSNL is currently rolling out its 4G network though expansion efforts in urban areas remain ongoing and its 5G service is not yet fully ready.
Just as Jio and Airtel currently dominate the Indian telecom market, Vi and BSNL do not possess an investment budget as substantial as theirs. However, if this partnership materializes, sharing towers and fiber infrastructure would enable network expansion at a reduced cost. Given that BSNL holds a strong foothold in rural and semi-urban areas, while Vodafone Idea maintains a robust presence in urban centers, combining their respective strengths could deliver superior network coverage across a wider range of regions.
To start from the beginning: following the entry of Reliance Jio in 2016, Vodafone India and Idea merged in 2018 to form Vodafone Idea. Subsequently, the entity continued to face persistent financial crises such as high Adjusted Gross Revenue (AGR) dues, a heavy debt burden, and slow progress in 5G deployment. Subsequently, following a series of financial assistance packages, the government acquired an approximately 49% stake in Vi, thereby transforming it into a quasi-governmental entity.
This partnership could potentially lead to reduced costs, expanded reach, and a faster 5G rollout moreover, sustaining this viable alternative would help prevent a monopoly by Jio and Airtel, thereby providing consumers with more choices and potentially leading to lower tariffs.
According to sources cited in recent reports, discussions are underway regarding tower sharing, fiber sharing, and spectrum sharing. Fiber sharing has the potential to improve internet speeds and data stability, while spectrum sharing could enhance network capacity and performance. This partnership is not expected to yield immediate results; rather, improvements will be observed gradually over time.
The Department of Telecommunications is currently conducting a thorough evaluation of this proposal. It is worth noting that spectrum sharing is, technically speaking, a complex process. In the future, users may experience fewer network drops and enjoy an improved data experience. Furthermore, 5G coverage could extend beyond major metropolitan areas to reach smaller cities as well. While Jio and Airtel currently remain ahead in terms of speed and reliability, these changes could offer significant benefits to Vi and BSNL users in the future.
